Our plan to rebuild Australia

This week I want to take your through the Coalition’s plan for Australia.

It is a serious, comprehensive blueprint to fix the damage Labor has done and restore the standard of living Australians deserve.

I believe this plan is exactly what our country needs.

Under Labor, Australians have lived through the worst collapse in living standards in the developed world.

Government spending is at its highest level in 40 years outside the pandemic, has passed $1 trillion, and this is the highest-taxing government in our history.

Every day I hear from Western Australians who are doing it tough, paying more for groceries, power, insurance, mortgages and rent, while their wages get eaten alive by insidious bracket creep.

Ending Labor's assault on aspiration

This is the heart of our plan, and it's where I want to spend the most time, because it goes to the core of what the Liberal Party believes.

Australians who work hard, take risks, save and invest should be rewarded for it, not punished.

Anthony Albanese promised he wouldn't touch capital gains tax, trusts, or negative gearing.

He has broken every one of those promises, and the result is that all Australians now pay more.

Labor has piled higher taxes onto housing, onto savings, and onto every asset class, hitting young Australians trying to build a nest egg, start-ups, small and family businesses, tradies, farmers, local sporting clubs, and widows alike.

Treasury's own papers confirm that more than 200,000 small businesses will be forced to restructure under Labor's trusts tax.

Labor is locking young Australians out of the very opportunities older generations had to build wealth and get ahead.

You don't restore aspiration by taxing it.

You restore aspiration by rewarding effort.

A Taylor Coalition Government will axe every one of Labor's toxic taxes: the changes to Capital Gains Tax (the start-up tax), the 30 per cent minimum tax on trusts (the small business tax), and the changes to negative gearing (a housing tax).

Then there's bracket creep, the quiet theft that happens when your wages rise just to keep pace with inflation, and the government pushes you into a higher tax bracket for it.

When that happens, you are no better off, yet you're taxed as though you are.

That is not fair, and it is not honest. Under a Coalition Government, from 2028-29 we will index the bottom two income tax thresholds to inflation, fully protecting 85 per cent of taxpayers from Labor's higher taxes.

This is worth around $250 in relief in year one, growing to more than $1000 a year by year four.

From 2031-32, we will index the top two thresholds as well, protecting every single taxpayer, with immediate relief of between $1300 and $2000 for those in the top brackets.

And because these tax cuts are indexed, they grow every year and grow faster if inflation runs hot.

This is our Tax Back Guarantee: never again will a government be able to steal from Australians year after year by stealth.

Small business is bearing the brunt of Labor's mismanagement.

Almost 15,000 small businesses collapsed in 2025 alone, the worst year for insolvencies since records began all while small business electricity bills have surged by around 40 per cent.

The Coalition will always stand behind small business and the five million Australians they employ.

We will make the $50,000 instant asset write-off permanent for any business turning over under $10 million.

We will also impose new legal responsibilities on regulators, requiring them to encourage competition, nurture investment, lift productivity, boost wages, grow the economy and consult on a new Small Business Act to back this up.

And we will cut the red tape that is smothering the Australian economy.

In just three years, the Albanese Government has piled on more than 400 new laws and 5000 new regulations.

The National Construction Code now runs to more than 2000 pages, environmental laws are being weaponised by activists to kill nation-building projects, and our Corporations Act, Tax Acts and Competition Act have become a compliance nightmare for businesses of every size.

Under Labor, financial regulators make it harder to grow, workplace regulators are killing productivity, and emissions regulators are sending jobs offshore.

The Coalition believes in simple, straightforward laws and smaller, more effective government, whether you're building a home, a hospital or a mine.

We will rewrite the key legislation governing our economy so it is short and simple, impose the same grow-the-economy mandate on regulators and public service agencies alike, and simplify environmental approvals to fast-track the projects our country needs.

Making Australia energy independent

This is one I feel strongly about, representing Western Australia. Labor's Net Zero obsession has turned its back on the coal and gas we have in abundance, and now around 90 per cent of our transport fuel is imported.

That's not just bad economics; it's a national security risk. If fuel stops, Australia stops.

The Coalition will scrap net zero mandates, lift the nuclear ban, and double our fuel reserves to 60 days, backed by an $800 million Australian Fuel Security Facility supporting more than a billion litres of new storage.

We'll fast-track projects including WA's own Browse Basin as a National Strategic Priority Project, reinstate the $100 million Junior Minerals Exploration Incentive (with $50 million specifically for oil and gas), and make the $7 billion Northern Australia Infrastructure Facility permanent.

We will also deliver more Australian gas for Australians through a sensible domestic reservation policy that protects existing contracts and puts downward pressure on prices.

This is about more digging, more drilling, and more diesel, Australian resources for Australian families, not reliance on foreign supply chains that can be cut off overnight.

Fixing migration and housing together

Labor has lost control of migration, and the results are plain to see.

The population has passed 28 million, mostly through migration, and the housing shortfall now sits at around 400,000 homes.

Labor has also let the standards slip badly: they've brought in more advertising professionals than carpenters, while around 77,000 unlawful non-citizens remain in the country.

Our plan links the two problems sensibly. We will cap net overseas migration each year below the number of new homes completed, so migration can never again outrun our capacity to house people.

We'll make compliance with the Australian Values Statement a binding condition of holding a visa, with breaches counting toward the Character Test.

We'll introduce a Safe Country List to fast-track refusal of unfounded protection claims, restore Temporary Protection Visas, and establish an Enhanced Screening Coordination Centre, integrating ASIO, AFP and Border Force, to block high-risk individuals before they ever board a plane.

Our message is simple and fair: if you respect our laws, freedoms and democracy, you are welcome.

If you don't, you won't stay.

On housing itself, we'll establish a $5 billion Housing Infrastructure Fund to help unlock up to 400,000 new homes by funding the essential last-mile infrastructure, water, sewerage, power and roads, that so many projects stall on.

We'll simplify the National Construction Code to cut up to $70,000 off the cost of building a new home, reserve the First Home Buyers 5% Deposit Scheme for Australian citizens, and axe Labor's failed Housing Australia Future Fund and its Build-to-Rent tax breaks for multinationals.

Together, these measures will increase the number of homes by 35,000.

Less debt, better government

Every dollar Labor spends today is a dollar taken from your family now, or from your children later.

We will put a speed limit on spending so government can never again grow faster than the economy, and revitalise the Charter of Budget Honesty first introduced by the Howard Government.

We will end Labor's corporate welfare and climate bureaucracy, schemes like the National Reconstruction Fund, the EV tax rebate, the Net Zero Authority and Rewiring the Nation and restore the tax-to-GDP cap that limits what government can take from you in the first place.

Perhaps most importantly for the long term, we will establish a Future Generations Fund.

Since 2022, Labor has burned through more than $400 billion in windfall revenue from inflation and resource profits as if it would last forever. It won't.

Under a Coalition Government, 80 cents in every dollar of windfall resource revenue will banked to pay down Labor's trillion-dollar debt and invest in nation-building infrastructure, with a quarter of that funding directed to the regions that fuel, feed and power this country.

Every dollar will be accounted for in an annual statement to Parliament.

It's exactly what a responsible family does with a one-off bonus: pay down debt, fix what needs fixing, and put something aside for the kids.

Putting Australians first and keeping them safe

From 1 July 2028, we will limit access to 17 welfare payments and future NDIS eligibility to Australian citizens only, while grandfathering existing recipients and guaranteeing current access to Medicare and hospitals.

And because the first duty of government is to keep its people safe, we will implement a whole-of-government National Security Strategy, appoint a dedicated National Security Adviser modelled on our closest allies, and invest at least 3 per cent of GDP in defence.

This is a serious plan for serious times. It doesn't shy away from the hard decisions Labor has spent years avoiding, and it puts Australians, their wages, their homes, their safety and their future first.

I commend this plan to you wholeheartedly, and I'd ask one more thing of you: please don't keep it to yourselves.
